Family Planning

The Lincoln County Health Department’s family planning program ensures access to family planning care for those seeking such services. Our Family Planning services are designed to support planned conception, spacing of births, preventing unintended pregnancies, and promoting optimal reproductive health. The Family Planning Clinic guarantees everyone access to family planning services.

The Family Planning Clinic offers pregnancy testing, examinations, counseling, contraceptive education, referrals, and other preventative services related to family planning. Emergency contraception is also available for women who have had unprotected intercourse within the past 72 hours. Whether you have a medical card or have no insurance at all and need birth control, we can help. The clinic conducts comprehensive physical examinations for both women and men.

You may qualify for free or low-cost family planning services if you:

  • Are employed in an entry-level, temporary, minimum wage, or other low-income job.
  • Are currently unemployed.
  • Are a student.
  • Are unable to afford monthly birth control due to basic living expenses.
  • Have health insurance that does not cover birth control, and you meet specific income criteria.
  • Are covered by Medicaid but not by an HMO.
  • Have recently lost your WV WORKS (TANF) or other benefits.
  • Clinic visits and contraceptives are provided free of charge for clients under 18 who request confidentiality, regardless of family income or insurance coverage.
  • No one is denied services because of their inability to pay.

Contraceptives and information available include:

A variety of contraceptive methods are provided, including the Intrauterine Device (IUD), Hormonal Implants, Birth Control Shots, Contraceptive Ring, Contraceptive Patch, Birth Control Pills, Foam and Condoms, Diaphragms, Vaginal Contraceptive Film, Emergency Contraceptive Pills, and options for Surgical Sterilization (Tubal Ligation and Vasectomy), as well as education on Natural Family Planning and Abstinence.

Family Planning Services may include:

  • Pap smears
  • Pelvic exams
  • Breast and testicular exams
  • Pregnancy testing
  • Counseling on pregnancy options
  • STD testing, treatment, and counseling
  • Various birth control methods
  • Emergency contraceptives
  • Referrals for sterilization.

Additionally, we offer medical screening services for general and reproductive health, including tests for infections and certain cancers. These screenings can aid in the early detection of health issues and provide necessary referrals or treatments.

HAPI (Helping Appalachian Parents & Infants)

The HAPI Project is dedicated to promoting the health and well-being of mothers during and after pregnancy. It also provides resources for infants, children, and fathers. The services are delivered by caring and dedicated nurses, social workers, and care coordinators.

Prenatal Services Include:

  • Oral health and dental services
  • Health behavior screenings with a complimentary Sonicare® toothbrush
  • Depression screenings
  • Domestic violence screenings
  • Breastfeeding education and support

Maternal Services Include:

  • Health insurance screenings and access to preventive care
  • Breastfeeding education and support
  • Reproductive life planning
  • Setting life goals
  • Postpartum depression screenings
  • Access to medical and mental health services
  • Child development screenings
  • Infant oral health education and referrals
  • Parenting support

All services are coordinated with the Right From the Start Program and are provided simultaneously by the same assigned care coordinator.

Right From the Start

Right From the Start is a program that provides essential health services for pregnant women and infants under one year old. If you have an active Medicaid card or are covered by the Office of Maternal Child and Family Health, you can receive assistance with your medical care.

Other available services include:

  • Childbirth education classes.
  • Smoking cessation programs
  • Parenting classes that include healthy eating habits for both you and your baby
  • Transportation for medical appointments through the Access to Rural Transportation (ART) program.
